With an overall goal of developing High National Elections Commission (HNEC) capacity to prepare for & administer inclusive & credible balloting events, our client started a 3 year electoral assistance project implemented through the UNSMIL integrated electoral support team. The project is designed in the spirit of cooperation, national interest & ownership & is to be implemented with HNEC as the co-chair of the project board. The project seeks to achieve 4 key outputs, to be implemented over a 3 year period:
- Support HNEC in the planning, preparation & conduct of national & local elections & out of country voting.
- Develop HNEC institutional & staff capacities & raise awareness on the requirements of electoral processes that are transparent, credible & promote inclusive participation.
- Promote public participation in electoral processes, targeting vulnerable groups with activities that enable them to exercise their right to vote.
- Raising the electoral awareness of local partners, enabling them to perform their role effectively in the electoral process & contribute to a peaceful electoral environment.
Our client along with other partners, will provide technical & operational support to the HNEC to assist in the organization & conduct of the activities under the key outputs of the project. The emphasis will be on capacity building & institutional support to the HNEC to build up its own internal processes & systems to conduct free fair & credible elections. This would require dedicated technical support of a national individual consultant, to be recruited by our client under the PEPOL Project, to assess the HNEC training needs & formulate a training strategy & support its implementation.
